    Caribbean festival on Midway Aug. 17; traffic, parking restrictions in place

    Traffic and parking will be affected by a major city festival, Chicago Carifete '96, scheduled from 10 a.m. to 10 p.m. Saturday, Aug. 17, on the Midway Plaisance. The festival, which features lively music and masquerade, is a celebration of the art and cultures of Caribbean countries. Organizers are predicting as many as 8,000 attendees.

    A parade is scheduled for 11 a.m. to noon on the Midway between Dorchester and Ellis avenues. The eastbound and westbound lanes of the Midway will be closed to all through and cross traffic.
